North Norfolk District Council is preparing a new Local Plan for North Norfolk.

The Government has introduced significant changes including legislating for a new plan making system and widespread changes to the National Planning Policy Framework (NPPF), Planning Practice Guidance (PPG) and legislation. The Council adopted its current Local Plan on 17 December 2025, however the Government now require us to review and update our Local Plan in order for us to respond to their reforms to the planning system to make sure that our planning policies are up to date, consistent and effective, and that housing and other needs can be appropriately planned for.

As part of the early work to prepare the new Local Plan, we are undertaking a ‘Scoping Consultation’.

The purpose of the Scoping Consultation is to provide early engagement in the plan-making process by seeking views on what the new Local Plan should contain, where future growth should be focussed, the evidence that we intend to prepare, and how people would like to be engaged as the Plan progresses. A background document will be available to view alongside an associated survey to respond to from Monday 20 July. In tandem with the Scoping Consultation, we will also be running a second round of ‘Call for Sites’. The Call for Sites provides an opportunity for individuals and organisations to suggest land that could be considered for a range of uses, including housing, employment, infrastructure, open space or community uses.
